The Government e-Marketplace (GeM portal) serves as an online platform for Micro, Small, and Medium Enterprises (MSMEs), sellers, and service providers to showcase their products and services online. Various government entities then procure the listed goods and services according to their specific needs. The primary objective of GeM is to streamline the procurement process for goods and services, making it faster, more efficient, and transparent.

GeM portal is a government-approved online listing platform for public procurement where manufacturers and service providers can enlist their products and services. MSMEs must undergo GeM portal registration as sellers to attain OEM (Original Equipment Manufacturer) status, enabling them to list their products.
Sellers looking to offer their products or services to government entities must register on the GeM portal. There are two categories of sellers: authorized sellers and OEMs. OEMs, or Original Equipment Manufacturers, have gained popularity on the GeM portal as they produce systems or components for entities operating in the same field.

The first step for a seller is to create an account on the GeM portal. Only the authorized person of the entity should register on GeM. The seller can sign up on GeM using the Aadhaar number of a qualified person or director of a company.
Applicants must provide all required documentation, such as PAN details, address proof, and other necessary information, in addition to complete business details.
Once the security deposit has been paid, applicants must apply for vendor assessment on GeM to obtain an OEM (original equipment manufacturer) certificate. Vendor assessment is a mandatory process for all sellers and deemed OEMs who want to participate in public procurement. The Quality Council of India (QCI) conducts vendor assessment.
After receiving the OEM certificate, applicants can list their brands in the appropriate categories and services.
Once brands are listed, vendors must list their products and services under their respective categories after the branding of products and services is approved. The products and services will then be available on the Government e-Marketplace (GeM) portal.
Once all listings are complete, brands can participate in bidding and accept orders on GeM. After receiving approval from the authorities, they can also appoint resellers for their products and services.

Government PSUs and other entities primarily procure products and services through the GeM portal. Central and state agencies must adhere to strict guidelines and a transparent bidding process for such procurement. As per General Financial Rules (GFR) 149, agencies can directly purchase items worth up to ₹50,000 from GeM sellers. Note:- Govt has also allowed Chinese made products on gem under specific conditions and requirements, therefore vendors dealing in Chinese made goods can also participate on GeM tenders.
