How to Get access to OEM Panel on the GeM Portal

The OEM panel is a platform that allows MSMEs to prevent unauthorized sellers from selling their products on GeM. To gain access, sellers must register on the GeM portal and either complete the QCI vendor assessment process or obtain an exemption from QCI for the OEM panel. The OEM panel allows original equipment manufacturers (OEMs) to manage their resellers for quadrant 2 products on the portal. Through the OEM panel, vendors can also approve resellers for quadrant 3 and quadrant 4 products. Vendors can also issue authorization codes for their products to resellers on the GeM portal.

The OEM panel is a valuable tool for MSMEs and OEMs alike. It helps to ensure that only authorized sellers are selling products on GeM, which protects both buyers and sellers. It also allows OEMs to manage their resellers and ensure that their products are being sold in a way that reflects their brand.

Eligibility for OEM panel access

To acquire original equipment manufacturer (OEM) status, vendors must meet the following requirements:

  1. Exemption from QCI vendor assessment: Many MSMEs are exempted from GeM vendor assessment individually, such as MSMEs with NSIC certificates. Exemptions are given to vendors based on a variety of criteria.
  2. QCI vendor assessment: The objective of vendor assessment is to guarantee product quality. The seller’s vendor assessment is conducted by the Quality Council of India in two phases, for which sellers must pay an assessment fee of ₹11,200 plus 18% GST.

Benefits of the OEM panel

The OEM panel gives original equipment manufacturers (OEMs) complete control over resellers or third-party vendors for their products. It is essential for managing and approving resellers on the GeM platform. Vendors who want to use the exclusive features of OEM must register themselves with the GeM portal.

The benefits of accessing the OEM panel are:

  • Complete control over resellers and third-party vendors
  • Ability to manage and approve resellers
  • Access to exclusive features
  • Increased sales and revenue
  • Improved brand reputation

The OEM panel allows you to manage catalogs and reseller authorization. Once the OEM removes the authorization code, resellers will no longer be able to see it. The confirmation status will also be updated on the reseller panel once the OEM has authorized the reseller. Resellers can request approval from any GeM OEM for their products, and once approved, the product will be paired with the reseller on their profile.

OEM panel and its Functions 

The OEM panel provides different functionalities for different categories of products:

  • For Q2 category products, OEMs can upload authorization codes for their products. Resellers can use these codes on their reseller panel to get authorized on GeM. OEMs can also process price change requests raised by resellers.
  • For Q3 category products, OEMs can approve or reject catalogues uploaded by any reseller on the GeM portal. OEMs can also support or leave a reseller and authorization code uploaded by resellers.
  • For Q4 category products, OEMs can approve or reject catalogues uploaded by any reseller for such quadrant categories.

Note: Resellers are not allowed to participate in the Q1 category, so products in that category are exempt from the rule.

Reseller pairing requests by OEM

OEMs can match the reseller’s request on the panel to the appropriate product quadrants. OEM panel approvals and authorization are typically required for the Q3 and Q4 categories.

For Quadrant (Q3):

  • If a reseller is pairing for the first time in the existing catalogue, their credentials, such as name and authorization code, will be sent to the OEM for approval.
  • The reseller’s listing will be published only after authorization and permission by the OEM.
  • The listing will be auto-approved if the reseller pairs with a different catalogue in the same category with the same credentials and authorization code.

For Quadrant (Q4):

  • For resellers of brands with OEM panels, resellers can pair with the existing catalogue without approval.

Catalogue approval for reseller by original equipment manufacturer

Resellers of Q3 and Q4 products can submit new catalog approval requests to their respective OEM vendors. OEMs have 72 hours to approve or reject the request, with reasons recorded in the catalog management system. Resellers have the right to appeal a rejection directly to the OEM. If the OEM vendor does not respond to the reseller’s request within 72 hours, the OEM’s own product upload process will be put on hold until all pending requests are resolved within the next 72 hours.

Procedure to Manage resellers

To manage resellers on the GeM portal, follow these steps:

  • Log in to the portal using your username and password.
  • Go to the dashboard section on your profile.
  • In the My Actions section, click on the OEM panel tab.
  • If you have a QCI vendor assessment or are an exempted vendor, you will see the Manage Reseller button. Click on it.
  • Follow the on-screen instructions to manage your resellers.

Procedure to Manage approvals of resellers

  • OEMs can approve or disapprove resellers for their manufactured products through the manage approval option. 
  • They can select brands by category through the OEM panel. All requests made by resellers, such as catalogue approval, pricing approval, and authorization request, can be accessed through manage approval. 
  • To mark any seller as authorized or unauthorized, OEMs must select the seller’s name and mark it as valid or invalid. 
  • In the authorization tab, OEMs can authorize or unauthorize the codes of resellers by selecting the seller and clicking valid code or invalid code.

Only authorized OEMs can manage the activities mentioned above through the OEM panel for their product.

Conclusion:

MSMEs that want to sell products to the government through public procurement must first register with GeM and undergo vendor assessment. GeM provides an exclusive environment for its vendors to have complete control over their products and pricing by giving them access to the OEM panel. However, obtaining OEM status is not simple; GeM has a variety of criteria for assessing manufacturers before approving their OEM status. As a result, it is advisable to hire an expert consultant to avoid rejection during the GeM assessment process by the Quality Council of India.
